It’s not everyday that someone of such importance visits our office, but today we were visited by U.S. Senator Rick Santorum.  The Northwest Pennsylvania Regional Planning & Development Commission presented Senator Santorum with the 2006 NADO Congressional Partnership Award as a result of his consistent support and advocacy for the Economic Development Administration (EDA), Community Development Block Grant (CDBG) and Appalachian Regional Commission (ARC) funding as well as a variety of technology programs, including his ability  to secure fundingRick Peltz (ARC), Representative Scott Hutchinson, Clarion and Venango County Commissioners and Denise McCloskey pose with the Senator after presenting the award. for rural broadband in northwest Pennsylvania.

The Northwest Commission staff and our EDC partners participated in the Corporate Real Estate (CoreNet) Conference on April 23-26 in Philadelphia.  The Commission partnered with the Commonwealth as a sponsor of the conference and also participated in the Pennsylvania booth in the exhibition hall.  Additionally, Commission staff partnered with the Commonwealth in the "Arrive in Style" program which provides transportation to top site selectors from the airport to their hotel.  This gave us face time with 10 top site selectors and the opportunity to tell these site selectors about Northwest Pennsylvania, our sites and buildings database, and other information about the region.  The conference was a great way to meet development folks who might have an interest in our region.  We have provided follow-up communications with those we met and plan to continue our correspondence with those individuals.  

The Northwest Commission is partnering with First Energy and the county EDCs with participating in 3 trade shows in June 2006.  Lisa Hamrick will be attending the Medical Device Manufacturing (MDM-East) show in New York City on June 6-8th.  Ms. Hamrick will market the region by participating in the Pennsylvania booth and meeting with site selectors during face-to-face meetings set up by First Energy.  Dorte Heffernan and Chris Beichner will be participating in the Plastics show in Chicago on June 19-23rd.  The Commission will also be partnering with First Energy.  Denise McCloskey will be attending the Windpower Conference in Pittsburgh on June 4-7th.  This is the first time we have participated in this conference and exhibition show.  The Commission will not have a booth, but instead, will learn what the show is about, meet industry experts, and determine if the show is worth exhibiting in next year.

1 Loan Closed and 3 Approved in April

A $184,000 SBF loan closed for Allegheny Tool Company of Warren County. The loan was used to purchase business assets. Twelve jobs will be retained and two more jobs will be created within three years.

The Loan Committee approved three loans in April: Frontier Pharmacy, Inc. and Horsepower, Inc. of Erie County; and Tri County Fabrication, Inc. of Lawrence County.
 


The Northwest Commission sponsored an agriculture credit analysis workshop on May 3. Mark Miller, Branch Manager of AgChoice Farm Credit in Meadville, addressed cash flow and repayment capacity as well as presented two case studies specific to the agriculture industry.

  • Linda Field with the Pennsylvania Department of Ag presented updates on the Department of Ag programs.
  • Courtney Cole of S&T Bank, Bruce Stainbrook of Mercer County State Bank and Bob Brown of FSA presented special considerations in various agriculture industries to include beef and dairy farming. 
  • Tom Wilson of the Crawford County Cooperative Extension spoke to the group about dairy resources. 
  • Sue Milshaw of Chester County EDC told the group that the Department of Agriculture partnered with Chester County to assist with the agriculture program.  Sue was instrumental in assisting Northwest Commission with the workshop.

The workshop was held in response to the need for training in ag lending. DCED has ag financing available through the First Industries loan program.

Small Business Finance Seminar, May 31st (view brochure)
The Northwest Commission is hosting a Small Business Finance Seminar on May 31, 2006 at Cross Creek Resort in Titusville. Scott Dunkelberger from DCED will present various DCED financing programs, including the new “Building PA” program. Steve Drizos from DCED will present private financing programs through DCED.

The Building PA Program is a program that was created to fill the “gap” for building projects that are unable to obtain the mezzanine financing. Building PA provides mezzanine capital for developers of real estate assets in small to mid-sized Pennsylvania communities. The program will focus on three areas: Industrial Buildings, Commercial Buildings, and Multi-Use Buildings.

We strongly suggest that you attend the seminar to learn about the State’s financing programs. We also ask that the seminar be promoted to real estate developers who may benefit from the new Building Pennsylvania program.

Government 101 Training June 14th

Bid Lead Changes
Attention all PTAC Clients, your Bid Leads are going to change. Starting the last week of May clients will now have their own personal web page called mybidmatch with the past 30 day’s opportunities. You will no longer be reliant on bid lead emails. By bookmarking your personal page you can come back at anytime to see if there are new postings or review past opportunities. If you like the email system don’t worry, you will still receive email notifications of a new lead with the link to your very own site to review the opportunity. Please be on the lookout for the first of these your leads to be sent through mybidmatch at the end of May so you can bookmark your own personal link. The draft Transportation Improvement Program (TIP) has been prepared and will be sent out to the Transportation Advisory Committee (TAC) the week of May 22nd. The TIP is revised every two years and is a listing of projects that are the first four years of the twelve year program. The 2007-2010 TIP contains approximately $200 million in highway and bridge projects.

Our next quarterly TAC meeting will be held on June 15,2006 at the Business Innovation Center at 10:30.

On April 27th, the Northwest Commission participated in a broadband summit in Warren County.  With over 90 in attendance, the audience listened to why a broadband project is important in Warren County, how sectors can work together to be successful, learned from other areas on how they have been successful, and learned of funding sources at the state and federal levels. 


The Clarion County Commissioners officially named members to a county-wide task force which includes two members of the Northwest Commission staff.  The task force is similar to the Venango County Technology Task Force that has directed the creation of a public-private partnership to expand telecommunications infrastructure throughout the county.  Clarion County is looking to complete a similar project.


Northwest Commission staff was invited to discuss a broadband strategy proposed by a regional consortium of Intermediate Units 4,5,6 & 28 with representatives of IU4 & 5. This new strategy encompasses the entire Northwest Commission region and also includes the counties of Butler, Armstrong, Indiana and Jefferson in regions of the Commissions’ counterpart LDDs.

The consortium is in the very beginning of the development phase of this very progressive project and has reiterated that nothing is carved in stone yet.

The recent meeting on May 10th allowed the IU4 & 5 consortium members to reaffirm they are in favor of addressing and incorporating the needs of business, government, health care and others’ immediate concerns throughout this enormous project. 

The Commission’s supportive role early in this strategy will be to create specific maps of all education, government, health care and commercial entities in the consortium’s combined region and to identify those that are either ready for a broadband commitment, preparing for broadband and could soon be committed or interested but not committed.

The idea is to aggregate the collective purchasing power of the ‘commitment level’ key broadband customers and to attract a telecommunications company or companies to the region.

Eleven Foreign Buyers from eight companies came to visit Pennsylvania in 2005. The buyers represented the countries: China, India, Ireland, Israel, and the United Kingdom. The Northwest Commission in collaboration with the Hardwood Development Council / PA Department of Agriculture and the Office of International Business Development is offering its annual Pennsylvania International Hardwood Buyers’ Mission on May 19, 2006. Nine (9) buying companies / 11 buyers from six countries are visiting the region. We are going to kick off the day with a breakfast reception and a mini trade show inEleven Foreign Buyers from eight companies came to visit Pennsylvania in 2005. The buyers represented the countries: China, India, Ireland, Israel, and the United Kingdom. Warren at the Holiday Inn from 8:00 a.m. to 10:00 a.m. Regional Hardwood companies are invited to exhibit and showcase their products. Following to the breakfast reception, the buyers group is going to tour regional hardwood companies on site.

LTAP offers safety and maintenance courses (transportation related) to local governments across the state at little or no cost.  The courses make the work that municipalities do more efficient, which saves money and makes the transportation network safer.

The Northwest Commission successfully installed a donated computer (refurbished) at the township office in Conneaut Twp, Crawford County. This computer will be used to replace an older Commission donated computer system still in use by the Conneaut Township Secretary.

New Vernon Twp Secretary was supplied with a donated (refurbished) replacement computer after experiencing hardware failure on their old one.

The next Northwest Pennsylvania GIS User Group meeting will be held on May 26, 2006 at the Franklin Industrial and Commercial Development Authority from Noon – 2 p.m.    ESRI will be presenting on Enterprise GIS at the county level and will be available for any technical or application questions related to their software.  There will also be a discussion on the creation of a regional policy/standard for data creation.  Attendees will also be invited to share what is going on with GIS in their day to day work and/or ask questions regarding GIS.

Upcoming Events - Mark your Calendars!

There will be an Introduction to ArcView 9.x class held at FICDA on May 31 and June 1, 2006.  Twenty (20) seats were available and all twenty seats are spoken for. 

There will be a GIS for Elected Officials Seminar put on for FREE from 5:30 p.m. – 7:00 p.m. at the FICDA facility.  Seminar is open to anyone.  Please contact Matt Gilara (Northwest Commission) to register.

  • In this free 90 minute seminar you will have a chance to see a live ArcView GIS demonstration that will highlight several applications for GIS for local governments including counties, townships, boroughs, and municipal authorities.   A discussion of aerial and satellite base mapping imagery along with sample images will be presented to help you understand the differences in image types and will also highlight how free detailed imagery can be obtained for your municipality.  Local government applications that will be demonstrated include assessment, emergency services, planning, zoning notifications, floodplain management, and sewer and water infrastructure mapping.  There will be time for questions during and after the presentation and recommendations on how to begin to implement this technology in your local government will be presented.

The Northwest Commission has applied to the Department of Conservation and Natural Resources (DCNR) for funding to aid in the development of the Northwest Pennsylvania Regional Greenways Plan.  This coordinated, multi-county effort would involve six of the eight counties in the region without a Greenways Plan that includes Clarion, Crawford, Erie, Forest, Venango, and Warren.

Lawrence County currently is in the process of creating a Greenways Plan while Mercer County had a Greenways Plan created as part of their Comprehensive Plan.  Both counties will have their plans incorporated into the Northwest Pennsylvania Regional Greenways Plan

Pennsylvania’s Greenways Program was launched in August 2001 as a result of the completion of a statewide greenways action plan.  According to DCNR’s definition, a greenway is “a corridor of open space that will protect natural, cultural and scenic resources, provide recreational benefits, enhance the natural beauty and the quality of life in neighborhoods and communities, and stimulate economic development opportunities.”

Basically a greenway is a corridor of open space.  Greenways differ in their location and function, but overall, a greenway will protect natural, cultural and scenic resources, provide recreational benefits, enhance the natural beauty and quality of life in neighborhoods and communities, and stimulate economic development opportunities.  Visit www.dcnr.state.pa.us/brc/greenways for more details.

Bill Kenyon
William Kenyon recently joined the agency as the new Government Contracting Specialist for the agency’s Government Contracting program.  He retired in 2005 from the United States Air Force after 21 years of service as a Senior Master Sergeant.  He will work with clients to obtain federal, state, and local government contracts by utilizing the agency’s bid lead system, training clients on marketing techniques, and developing a plan with clients to best utilize our services.

    Spending time with my two children or involved in Christian ministries.  I also enjoy studying the latest trends in Information Technology (IT) systems and maintaining my Project Management Professional (PMP) Certification

    I like most being able to help our clients grow their market potential to satisfy government needs using our tools at the NW Commission.  I also get excited about a vision of this Northwest Pennsylvania area being competitive with other areas I have seen in my travels around the US Air Force.  To be involved in that effort, I find it very exciting!
