Resolve to be better
The past year has been such an incredible time for our organization, and I have no doubt that 2007 will be the same. I will celebrate my first full year as the executive director in February, and the Northwest Commission celebrates its 40th anniversary in April.

I constantly think about how the Northwest Commission can do more, and be more, for our region. With these thoughts, I’ve developed my New Year’s resolutions for the organization.

#1 We will listen. We will listen intently to our stakeholders and observe the actions of our clients and partners to more keenly find remedies for issues.

#2 We will adapt. We are always taking on new initiatives, new projects, and seeking new ways of doing things. We will adapt more readily and seek opportunities to change for the better.

#3 We will challenge. We will challenge old ideas about economic development and bring new, creative ideas to the process.

#4 We will build. We will build our organization to more closely meet our vision, and continue to progressively build programs and projects that impact the region.

They say it’s not good to disclose your resolutions. I believe the more people you tell, the more people can help you achieve them. What are your resolutions for 2007?

Time is running out
If you haven’t already made your reservations for the Northwest Commission’s Annual Dinner on February 8, 2007…don’t wait any longer! Seats are filling up quickly. The event will be at Cross Creek Resort in Titusville, PA and begin with a 5 PM reception followed by dinner at 6 PM. The cost for attending is $35, and we plan on making the evening quite enjoyable for our guests. Complimentary valet parking will also be available to our guests.

I am pleased to welcome Kellie Morrison back to the Northwest Commission. Kellie is the new Senior Administrative Assistant and will be supporting the Organizational Development department as well as serving as the liaison with the Board of Directors, coordinating my schedule and organizing the bi-monthly board meetings. Kellie worked at the Northwest Commission in 1997-1998, and I am very happy to have her back!

In December the Northwest Commission closed five loans for three companies:

1. A $72,961 SBF loan closed for Pro Tech Machining of Crawford County. The loan was used to purchase machinery and equipment. Three jobs will be created within three years.

2. A $133,000 SBF loan closed for Arvite Technologies, Inc. of Erie County. The loan was used to purchase machinery and equipment. Seven jobs will be created within three years.

3. A $200,000 SBF, $140,000 ARC/RLF and $40,000 EDA/RLF loans closed for First Machine and Manufacturing, Inc. of Erie County. The loans were used to purchase the machinery and equipment assets of First Machine and Manufacturing, Inc. and new equipment. Eighteen jobs will be created within three years.

In December,  the Loan Committee approved two loans: Healthcare Lighting, Inc. and Multi Products, Incorporated both of Erie County.

The next Entrepreneur Club event will be held on Jan 17, 2007 at FICDA (Franklin Industrial and Commercial Development Authority) in Franklin, PA. This event is “Tax Tips for Small Businesses” featuring Jim Heasley, CPA and Minnette Clepper, CPA. Attendees will have the option to meet individually with the speakers to have specific questions answered.

The Entrepreneur Club is for regional businesses to network and discuss issues and concerns with other business owners and professionals. We encourage anyone interested to attend and to spread the word!

Government 101 training, March 7th (9am - noon)
This introductory class, conducted at the Northwest Commission, provides an overview of how to do business with the Federal, State and Local governments. Topics such as set-asides, bid leads, registrations, and how to work through the government opportunities were customized to attending companies for this half day training event.

There is no cost for this event but you must register in advance as space is limited. Please contact Lori Moore (x104) for further details or to register.

The Northwest Commission recently placed a half-page advertisement in US Airways Magazine for their February 2007 issue. Click here to view this ad. The Northwest Commission was approached as US Airways was profiling Erie in the February issue. The Erie Regional Chamber and Growth Partnership extended an invitation to market the region under the SelectPAgreatlakes banner in the magazine. Our half-page investment will reach the hands of 1,214,000 passengers with a median household income of $140,409. US Airways operates 419 aircraft and flies to 233 destinations worldwide. They are the 5th largest carrier in the nation.

Staff also responded to a prospect request generated from the PA Office of International Investment (OIBD). The Northwest Commission submitted a proposal to a European furniture manufacturer looking to have an East Coast manufacturing operation in close proximity to particle board companies. The furniture manufacturer is the prime supplier to IKEA, which has their headquarters in Pennsylvania. The Northwest Commission submitted a complete proposal including available sites meeting their needs and showing distance to the closest particle board manufacturers.

Jim Ritzman has been named acting Deputy Secretary for Planning and Programming replacing Larry King who has retired.  The Rural Planning Organizations (RPO's) met with PennDOT's central office staff to discuss additional work tasks and funding for regional planning. This request will be made in the 2007-2008 Unified Planning Work Program (UPWP).

Trade Mission to Chile – EXPONOR 2007
EXPONOR 2007 is a key show for any Pennsylvania company in the mining industry. This show is held in the heart of copper country in Antofagasta. The Chilean mining sector relies heavily on copper as a source of revenue. Chile has the largest copper mining operations, both underground and open pit. Due to the increased demand on both open pit and underground operations from the world market and the decrease in average copper ore grade, there is a need for more efficient ore processing technologies. As a result of the increasing investment in the Chilean mining sector, the railroad operators are investing in railroad repairs and expansions; specific needs arise in the provision of material handling equipment; the increasing concern about the environmental impact of mining has created opportunities for new technologies and processes.

The Northwest Commission, other PennDOT Planning Partners, and PennDOT met in State College on November 1, 2006 to discuss upcoming LTAP courses and LTAP funding for Planning Partners. PennDOT is currently trying to coordinate all the LTAP training around the State. The Northwest Commission’s top three requested LTAP courses were provided to PennDOT so they could get those selected courses schedule in the near future. Three courses have been scheduled for April and May 2007 in northwest Pennsylvania.

The 2007 Annual MTAP Government Survey has been mailed out to 273 township secretaries in the eight county region, and we ask that the survey be filled out completely and returned by January 31st.

Once a class schedule has been developed staff will mail out a notice to 265 municipalities, county and local officials, income and property tax collectors, economic development employees and again to the township secretaries.

MTAP staff  will start making check presentations near the end of January to the six MTAP “Internet Access and Website Development Grants” grant recipients. The grant is for a total of $1,000 that must be used for attaining broadband internet services (DSL, Cable modem, Satellite or wireless connectivity) for a municipal office and or to develop a municipal web site to post community information (ordinances and regulations). The six recipients are:

1. Girard Township, Erie County - Web site development
2. Monroe Township, Clarion County - Web site development and Internet connectivity
3. Clarion County Association of Township Officials (instrumentality of the Commonwealth) - web site development
4. Barkeyville Borough, Venango County - Internet Connectivity
5. Summit Township, Crawford County - Internet Connectivity
6. New Vernon Township, Mercer County - Web site development and Internet connectivity

The Next TAG meeting has been rescheduled for January 26th at 12 noon. The meeting location is at the Northwest Commission’s office at 395 Seneca Street, Oil City.

Staff participated in the Northwest Regional IU WAN (Intermediate Unit Wide Area Network) press release and informational meeting on January 11th at the Riverview IU6 in Clarion. The IU Consortium has successfully retained a contractor for building a wide area broadband network to connect over 85 educational facilities in a 12 county region with 100Mbps broadband service. Sting Communications of Lebanon, PA also announced their intent to build, lease and maintain the communications infrastructure which will be comprised of a combination of fiber optic cable and wireless transport technologies. The WANs primary beneficiaries are the schools and educational institutions in western PA, but the IU Consortium and Sting agree that the WAN will also benefit the greater community.  July 1, 2007 is the scheduled date in which the WAN will become operational.

The Northwest Commission staff continued to work on the Neighborhood GIS web site. This free GIS web site will be available to anyone who has Internet access. The web site is aimed at providing GIS technology to the municipalities in the eight county region to aid them in their day to day activities.

Northwest Commission staff met with a representative from the Penn Soil RC&D council to talk about the GIS/GPS service that we can offer.

The Northwest Pennsylvania Regional Greenways Selection Committee received seven proposals to complete the Northwest Pennsylvania Regional Greenways and Open Space Plan. The proposals were sent to the Selection Committee (made up of all the County Planners in the region, DCNR, DOT, and a representative from the Oil Region Alliance) for evaluation and ranking. After the Selection Committee evaluated and ranked the proposals, the top three consulting firms (based on those rankings) were invited to give a presentation at the Greenways Steering Committee meeting on November 14, 2006. The Steering Committee unanimously decided to contract with Pashek & Associates to complete the Northwest Pennsylvania Regional Greenways and Open Space Plan. The Greenways Steering Committee’s recommendation was taken to the December 1st Northwest Commission Board of Director’s meeting and received approval. Work is scheduled to begin January 2007.

What was your nickname as a kid?
My siblings called me Leannie – and I am “Aunt Leannie” to some of their children.

What’s your favorite color?
My favorite color has always been purple – my birthstone color.


Two words most people who know you well would use to describe you?
Wow – it really is hard to say. I feel that I am a person who is dedicated to doing the best I can at the job I am doing. Adaptable is probably a good word for me – as I have gone through life I have learned that change is good and each of us can only grow to be better individuals if we are willing to change with the times.

Hobbies you enjoy?
I enjoy reading, doing cross stitch and sewing, watching or attending Nascar races, and listening to music. Cooking is NOT a hobby I enjoy!

When you’re not at the Northwest Commission you’re...
Now that my daughter and my son are adults I find relaxing at home with Buffie, my toy poodle is what I enjoy doing. I had a second toy poodle, Pepper, but she passed away last year. I hope she is keeping company with the rest of my family who have gone on to a much better place.

What do you like most about being at the Northwest Commission?
I like being part of an organization that is here to help the people of this region. I previously worked in an industry that grew so large the customer was only a number on a spreadsheet.
