Two Loans Approved, One Loan Closed

In August, the Loan Committee approved two loans:

  • Jason Howles Landscaping, LLC of Crawford County

  • Meadville MFS, Inc. of Crawford County

The Northwest Commission closed one loan

  • Thompson Maple Products, Inc. of Warren County received a $75,000 ARC loan for working capital.  The company will use the funds to purchase raw material (logs) to make into high quality hardwood products.  

Dollars available for loans
Funds are available in the Commission's Revolving Loan Fund (RLF) to assist with financing an expansion project or assist with financing a start up venture.  The RLF can be used to purchase a building or equipment.  The current rate for the RLF is 4% fixed for the term of the loan.  A building can be financed for a term up to 15 years and equipment (new or used) can be financed for a term of five to seven years.  The RLF program requires a private match for the balance of the project cost.    

The Commission also has funds available in the Microloan program.  The Commission borrowed additional funds from SBA to make funds available to finance machinery & equipment and working capital.  The rate for the Microloan program is 6% and the typical term is three to five years.

You’re Invited!
Pennsylvania’s small businesses employ nearly 2 million people. Each year, federal agencies provide more than $500 billion in contracting, $400 billion of which is considered small business eligible. Senator Bob Casey, the Chairman of the Joint Economic Committee, wants Pennsylvania companies to have the tools and resources needed to navigate the procurement process and gain an edge in innovation and competition.

Please join the office of Senator Casey and David Ehrenwerth, Regional Administrator for the General Services Administration, to learn more about the federal procurement process and how you can do business with the federal government.  A panel discussion will provide an overview of procurement assistance available, followed by an opportunity for networking with agencies and institutions that offer specialized resources.

The event will be held on Tuesday, September 27th with registration beginning at 8:00am and the program running from 8:30am - 11:30am.  It will be held at Gannon University, Yehl Ballroom, Waldron Campus Center located at 109 University Square, Erie, PA 16541.

PTAC Training Scheduled
The Procurement Technical Assistance Center (PTAC) at the Northwest Commission, in partnership with the Oil Region Alliance, will be hosting a Government Procurement training to provide companies insight into working with the government.  The event will be held on Wednesday, September 28th, at Klapec Auto Body located at 180 Regina Drive, Cranberry, PA 16319.  The training will run from 9am – Noon and light refreshments will be provided.

Elizabeth Bowers from the Department of General Services will be speaking on “The Basics of Responsive and Responsible Bidding.” Included in this discussion will be the key elements in putting together a comprehensive bid. Bowers is a Business Analyst with the Department of General Services, serving as the Western Regional Representative for the Bureau of Minority and Women Business Opportunities.

Cris Pierce, Northwest Commission PTAC Manager, will be speaking about business and economic development programs available to small businesses.  Particularly she will focus on the opportunities available to assist businesses with researching, bidding, and attaining government contracts.

Export Sales Collection-
Please support the program & report to the Commission!
It is the time of the year again for the Commission to reach out to its active clients and ask them to report export sales achieved with the help of the international marketing program.

Assistance provided may have been in receiving export technical assistance via training events or counseling, or by receiving a Market Access Grant to help offset expenses while traveling overseas. Perhaps, the client participated in one of the Commonwealth’s trade missions, or exhibited in an international trade show organized by the Center for Trade Development. Maybe the client utilized one, or several, of the Commonwealth’s 20 foreign trade offices for an agent/distributor search, to receive a market research report, or a foreign company background check.

All the above listed services are at no, or subsidized cost to the client. In order to measure our program’s effectiveness and to ensure the continuation of these valuable services funded by World Trade Pa, this program is required to report on performance measurement metrics. One metric is export sales resulting out of the assistance provided by the program.

During the last week of September, the Commission will start forwarding the Export Sales Confirmation forms. The Commission will distribute the forms electronically and ask its clients to complete the requested information and return it.  With this collection, clients are asked to report on export sales which occurred during the timeframe of April 1, 2011 to Sept. 30, 2011.  For a copy of the Export Sales Confirmation Form, please click here.

Pennsylvania’s Center for Trade Development (CTD) invites you on a business development mission to Mexico.

Mexico’s large and dynamic economy offers export opportunities in virtually any industry sector. Some of the top U.S. exports to Mexico include, but are not limited to: airport & aviation, vehicle components, plastics, building & construction, computer accessories, education, electronic components, energy, environmental technologies, telecommunication equipment, packaging equipment, security & safety, transportation & ports.

As a mission participant, you will receive pre-arranged one-on-one business appointments with pre-qualified business partners, detailed background information, logistical assistance, services of the PA trade representative, and follow-up assistance after the mission. Northwest Commission Looking for Thermal Imaging/Energy Audit/Utility Bill Analysis Clients
With year five of the Energy Program nearly upon us, the Commission is looking for clients to who are interested in undertaking an energy efficiency project.  If your municipality or non-profit organization is looking to lower energy usage costs through an energy conservation project (weatherization, lighting, HVAC, etc) please let the Commission assist you through the process.  Past clients have regularly been able to reduce their annual energy costs in excess of 20% through the use of the Commission's services.

CHP Energy Workshop Reminder
The Northwest Commission along with Penn State University and the North Central Commission will be holding a workshop on Combined Heat and Power (CHP).  This event will take place at Structural Modulars, Inc. in Strattanville, PA on Tuesday, September 27th from 9:30am until 12:30pm, followed by a free lunch and subsequent tour of a project at Clarion University.  The event will feature speakers from the Northwest Commission, Penn State University, Clarion University, National Fuel, Penelec/First Energy, and Wilson Engineering.  This workshop is free of charge and available to any potential user of CHP technology (hospitals, schools, prisons, industrial complexes, etc).

Transportation Advisory Committee
The next meeting of the Northwest Transportation Advisory Committee is scheduled for September 26th at the PennDOT District 1-0 office in Oil City at 10:30am.

Transportation Funding Advisory Commission Report
A copy of the Transportation Funding Advisory Commission’s final report to the Governor is available to view by clicking here.  This report has provided many recommendations for consideration to assist with transportation funding.

Transportation Training Update 
The NW RPO will be hosting two training opportunities, Integrating Transportation & Land Use in Comprehensive Plans and Long Range Transportation Training on September 28th from 10:00am to 3:00pm at the District 1-0 Office in Oil City.  This training has been submitted to APA for AICP CM Credits by the PA Chapter of APA. Credits are pending approval.  There is no cost to attend and lunch will be provided.  Registrations are requested and can be made by contacting Sue Smith at 814.677.4800 x131 or by email at susans@nwcommission.org.  The flyer may be found by clicking here.

Airport Improvement Grant Recipients
Three airports in the northwest region were selected to receive airport improvement grants to upgrade their facilities and improve safety.  Titusville Airport in Crawford County received $5,400 to develop municipal hazard zoning ordinances, Corry-Lawrence Airport in Erie County received $75,000 to improve its aircraft-fueling facility, and Grove City Regional Airport received $356,250 to improve its aircraft-fueling facility. 

Sugarcreek/Franklin Complete Streets PCTI Study
The next Steering Committee meeting for the Sugarcreek/Franklin Complete Streets PCTI Study will be held at 1:30pm on September 22nd at the Northwest Commission's Oil City office located at 395 Seneca Street.  This meeting is followed with the Public Officials Briefing at 5:30pm at the Grace United Methodist Church located at 440 Gilfillan Street, right off of Front Street in Rocky Grove.

A project website has been launched and is available to review by clicking here.  In an attempt to gather public input on the project, McCormick Taylor will have a booth setup during the Applefest in Franklin the weekend of October 7th.  Data collection for the project is ongoing.

Greenways Block Grant Funding Round Open
Greenways Block Grant Program applications are now being accepted through October 3rd.  Eligible applicants may apply for up to $40,000. These applicants consist of all county/local governments, municipalities, conservation districts, and conservancies within the northwest Pennsylvania Greenways Region of Clarion, Crawford, Erie, Forest, Lawrence, Mercer, Venango, and Warren Counties.  Please contact Sue Smith at susans@nwcommission.org for additional information.  This program is funded in partnership with the Department of Environmental Protection, the Department of Conservation and Natural Resources, and the Pennsylvania Game Commission.  Projects should be reviewed with appropriate agency representatives prior to application.

Sue Smith is the Manager of Regional Planning at the Northwest Commission.  Her responsibilities cover three programs: Transportation, Greenways, and the Keystone Opportunity Zone as part of the Community Development and Planning focus.  Sue manages the region’s infrastructure planning and development and coordinates transportation planning and programming between the counties of Clarion, Crawford, Forest, Venango, and Warren, and the Department of Transportation through the development of the Transportation Improvement Program (TIP).  She also serves as coordinator for the KOZ Program and the Greenways Block Grant Program which are used to advance economic growth and implementation of the greenways plans throughout the region.

I’m really a future type person but if given the opportunity to go back in the past and just observe I would head to the early 50’s to see and know my grandparents and parents as people.

How did you become interested in the position you currently hold at the Commission
?
My participation on the Transportation Advisory Committee in years past sparked my interest in regional transportation.  When the position opened, I was offered and took that opportunity to be involved again, just in a different manner.
