Fall is traditionally known as the season of change.  The leaves on the trees turn brilliant colors and begin to fall; the boats begin to leave the rivers and lakes in preparation for the impending winter.  At the Northwest Commission we are experiencing the change of the fiscal year and the prospect of new beginnings for trainings and programs ahead.  The Northwest Commission begins this fiscal year fully staffed, and geared up for new opportunities.  Change abounds, and we look forward to new beginnings and a new year to serve the businesses and local governments of Northwest Pennsylvania.

New Clarion Outreach Office
Over the past few years the Northwest Commission has experienced growth both in programs, and the number of full time employees.  This growth has exceeded the capacity of the commission’s current location at 395 Seneca Street, in Oil City.  In an effort to expand program service and accessibility across the eight-county region, the Northwest Commission staff and Board of Directors have decided to purchase an office building at 627 Wood Street in Clarion.  This new location will house ten offices from which selected Commission staff members will work.  We are thrilled to expand to the Clarion area and broaden the scope of locations across the region.

The addition of the new Clarion office will enhance our service capabilities with the main office location in Oil City, as well as the other branch offices in both Mercer and Erie counties.  Please watch for updates over the next few months as we prepare for the opening of the new facility!

Welcome New Staff
William (Bill) Rupert has recently accepted the position of Community Development Specialist at the Northwest Commission.   

Bill recently relocated to the area from Denver, CO, where he was the Manager of Marketing Programs for Johns Manville. In this position he analyzed sales trends of participating contractors to aid in strategic development to penetrate target markets.  He worked extensively with top tier contractors and performed marketing research in an effort to develop strategic initiatives to offer value added enhancements for the customers including online tools, lead generation programs and technical training modules. 

Bill also worked for 84 Lumber Company, beginning as a store manager in Clarion, PA in 2000.  He was then promoted to a Manager of Marketing for 84 Lumber managing sales staff, all marketing initiatives for 84 Lumber's Inner Circle program, and overseeing an annual marketing budget of $12.98 million.  Bill’s experience in strategic planning and marketing will provide a valuable asset while serving as the Community Development Specialist for the Northwest Commission.

October Board Meeting
The Northwest Commission’s October Board Meeting will be held Friday, October 3, at Structural Modulars, Inc. 101 Southern Avenue, Strattanville.  A continental breakfast will be served at 9:30 A.M., followed by the Board Meeting at 10 A.M.  Following the board meeting a lunch will be served at 12 P.M.  If you are interested in attending please contact Vonda Caldwell at 814.677.4800 x106.

Three Loans Closed – Three Loans Approved
        

In August the Northwest Commission closed three loans:

  • BiBo’s Ice Cream of Venango County closed on a $15,900 Microloan to purchase equipment. This is a Microloan; therefore job creation is not required.
     

  • Jepson Precision Tool, Inc., of Erie County closed on a $150,000 SBF loan to expand their business. Two positions will be created within three years and twelve employees will be retained.
     

  • Kraeling Industries of Crawford County closed on a $20,000 Microloan for working capital. This is a Microloan; therefore job creation is not required.

The Loan Committee approved three loans in August: 

  • Builders Support & Supply of Crawford County

  • Hovis Auto Supply Inc. of Mercer County

  • Synergy Enterprises, LLC, of Erie County

Wednesday, Sept. 17 - Government 101 – On the Road in Lawrence County

Conducted by the Northwest Commission, this introductory training provides an overview of how to do business with the federal, state and local governments.  This half-day event will be for any company who is looking to start working with, or would like to refresh their knowledge on the sites and certifications of the federal and state procurement process.  Presenters from the Small Business Administration (SBA), PA Department of General Services (DGS), and COSTARS will be in attendance.  Topics such as set-asides, bid leads, registrations, and how to work through government opportunities will be discussed with those companies attending this half-day training event.  The Commission is taking its Government 101 “on the road” to better accommodate the companies within the region.  The September event will be held in Ellwood City at ESB Bank (second floor) located at 600 Lawrence Ave, Ellwood City, PA 16117.  Registration will begin at 8:30 a.m. and presentations will start at 9 a.m.  For more information and to reserve your spot, please contact Lori Kenyon at lorik@nwcommission.org or at 814-677-4800 x104. 

Monday, October 6 - Regional Manufacturing Forum
On Monday, Oct. 6, the National Center for Defense Manufacturing and Machining (NCDMM), the Northwest Industrial Resource Center and the Northwest Commission will co-host a Regional Manufacturing Forum at the Bayfront Convention Center in Erie.  

The Forum will encourage interaction and collaboration by bringing together area manufacturers, representatives from the Department of Defense (DoD), and DoD prime and sub-tiered vendors.  This event will provide opportunities for networking, displaying technologies, and attending dynamic presentations. 

Online registration is encouraged at www.ncdmm.org.  The registration fee ($20) for this event is payable by MasterCard, Visa, or check (payable to National Center for Defense Manufacturing and Machining). November 2008
The PTAC staff is coordinating with the Defense Supply Center Columbus (DSCC) to bring their TKO training back to the region this November!  This training will focus on how to do business with the Defense Logistics Agency (DLA), the major purchasing agent for Department of Defense (DoD).  DSCC’s TKO training offers attendees the opportunity to learn how to find open solicitations on the DLA Internet Bid Board System (DIBBS), learn procedures for viewing and downloading drawings, and how to submit quotes through the DIBBS quoting process.  Please contact the Commission with any questions and watch the Calendar of Events for updated information!

Export Compliance workshop scheduled

Do you know if your exports fall under the specific controls of the EAR (Export Administration Regulations), the ITAR (International Traffic in Arms Regulations) or other U.S. export control regulations? It is your responsibility to determine if they do and comply with all applicable controls. Violations can lead to delayed shipments, lost business, damage to your reputation, significant fines and loss of your export privileges. Don’t let this happen to you.

This workshop will provide participants with a solid understanding of Export Compliance under the EAR and ITAR. It will further provide each employee with an understanding of their responsibilities in supporting their companies’ compliance program.

National Manufacturing Week Trade Show coming up
Working with the Commission's partners, First Energy and Site Location Partnership, four representatives from the Northwest Region will be attending the National Manufacturing Week/Plastics USA Trade Show in Chicago the week of September 23rd to promote the Commonwealth and the Northwest Region.

Deputy Secretary Bagley Visits Region
The Northwest PA KIZ Board was host for a visit from Rebecca Bagley, the Deputy Secretary of the Technology Investment Office (TIO), this August. She took the opportunity to address the KIZ Board on the history of the KIZ, the future, the goals, and the commitments of the KIZ Program, as well as the various roles of the TIO.

KIZ 5-Year Strategic Plan under way
The Northwest PA KIZ Board held a daylong strategic planning session for current and future partners on Sept. 8 at Cross Creek Resort in Titusville. Facilitated by Glenn Taggart of Taggart Associates, the plan will enable the KIZ to plan for assisting businesses for the next five years, even beyond state funding capacities.

Nonprofits Added to Energy Program Client List
As the Energy Program enters its second year, nonprofits will be added to the existing client list of municipal governments, schools and hospitals.  By adding nonprofit organizations to the client mix, the Energy Program hopes to make low or no cost services available to all segments of the population, as residential, industrial and small business clients are already served by other state agencies. 

Utility Bill Analyses
More clients than ever are taking advantage of the Utility Bill Analysis (UBA) tools offered through the NW Commission.  The process involves tracking energy expenditures over a two-year period so as to uncover trends or abnormalities that may indicate opportunities for energy and cost savings.  Recent clients have found billing errors and buildings with costs that are out of line with the costs of similar structures.  The UBA process is also helpful in tracking the success of energy saving measures and thereby guiding future investments and operational changes. 

Wind Energy Symposium
Penn State University is hosting a Wind Energy Symposium to explore the challenges and opportunities of this renewable energy resource in Pennsylvania.  This event is sponsored by the College of Engineering and the College of Earth and Mineral Sciences and will be held at the Penn Stater Conference Center Hotel on November 17th and 18th.  For more information, please visit www.WindEnergyPA.org.

FHA Halts State Payments
The Federal Highway Administration has curtailed state payments from the Highway Trust Fund.  This is due to declining receipts from fuel sales tax and an overall need to "fix" the process for funding highway and bridge projects.  This is an unprecedented action by the FHWA and could delay or halt needed transportation products.

Welfare to Work Grant Awarded
The Crawford Area Transportation Authority was awarded $90,899 for a Welfare to Work grant from PennDOT which was recommended for approval by the Northwest Commission's Transportation Advisory Committee.

Traffic Counts
Forty seven traffic counts have been completed throughout the summer months.

Transportation Committee Meeting
The next quarterly Transportation Advisory Committee meeting will be held on September 18, 2008 at the Business Innovation Center in Oil City at 10:30 AM.

MTAP Fall Schedule
Northwest Commission staff will soon begin developing the fall MTAP course schedule.  New topics likely to be offered include Windows Vista, Computer Maintenance and Upkeep, and Advanced Topics in Excel and QuickBooks.  You are encouraged to share any thoughts or ideas that you may have as to upcoming course topics, especially those that can assist your municipality with a particular function, such as “Simplifying Payroll with Excel”, “Utility Bill Tracking with Excel”, or “Mailing List Management with Word”.  If a subject is important to you, the Commission will try to accommodate it.  As always, these courses are free of charge.

Bona Fide Retail Request Findings Submitted
The contract period for the initial Broadband Outreach and Aggregation Fund (BOAF) grant to promote the Bona Fide Retail Request Program (BFRR) concluded on June 30th. A final report was submitted to the Department of Community and Economic Development in August. Prominent findings of the report include:

  • 30 BFRR related articles appeared in news media and/or newsletters reaching a potential audience of more than 200,000 readers.

  • 92 communities were assisted with BFRR efforts.

  • 13 broadband education sessions were conducted for nearly 250 attendees.

  • Approximately 175,000 citizens were impacted by the BFRR program.

Second BFRR Effort Underway
By virtue of a second BOAF grant award to the Northwest Commission, a new BFRR effort is currently underway in Northwest Pennsylvania. The Commission has partnered with Union City Pride to develop a promotional campaign designed to reach the parents of K-12 students. The Commission estimates that approximately 18% of students return home to the opportunity of nothing more than a dialup Internet connection, putting them at a distinct disadvantage to their peers.

Additionally, the Commission is collaborating with Pennsylvania Medical Society to reach physicians and other healthcare providers who are increasingly challenged to connect to their offices and with their patients via the Internet. The Commission is sharing map data and processing BFRR requests from physician’s offices in an ongoing effort to expand the BFRR program.

Northwest Commission staff met with the Zoning Administrator of North East Township (Erie County) to discuss developing a Neighborhood GIS webpage to assist them with their day to day zoning activities.  The interactive web mapping application will provide the township with aerial photography, property boundaries, infrastructure, and so on.


Large Format Scanner Capabilities

The Commission purchased a large format scanner that will be used for GIS applications (sewer/water maps, property maps, etc.).  The scanned data can be used as an archive and/or converted to GIS format.
   

NWPA GIS User Group
The Northwest Pennsylvania GIS User Group meeting was held on August 29 and the main topic at the meeting was presented by Dr. Rick Day (Penn State University).  Dr. Day presented on how to use GIS for Land Use.  Also discussed were the the 3rd Annual Northwest Pennsylvania GIS Conference which will take place on October 24, an update on the four-county parcel project, a PAMAP update, and individual attendee reports.

The Commission's community development staff has been meeting with municipal representatives, interested individuals, and organizations in Corry, Union City, North East, Titusville, Meadville, New Wilmington, Warren, and Oil City to discuss the Main Street program and project options for their individual communities. Staff continues to work with the Northwest regional office of the Department of Community and Economic Development to conduct site visits, review programs, and explore opportunities.

Community Revitalization Session Held
A community revitalization informational session was held for North East borough and township on August 18 at the Tom Ridge Building at the North East campus of Mercyhurst College.  Over 50 interested community members attended the presentation, followed by a lively discussion about central business district needs, opportunities, and next steps.

A similar "town hall" style meeting is scheduled for the greater Oil City community on Tuesday, September 16 at 6:30PM in the Great Room of the Transit Building on Seneca Street.  An overview of the nationally recognized Main Street program will be presented, followed by a facilitated planning and brainstorming session.  This informative presentation is open to the general public, and all community members are invited to attend.

Corry Heads for Main Street Effort
The Corry Community Development Corporation board and members of Union City Pride will begin planning and training towards a regional Main Street effort and application on Tuesday, September 30 with a joint work session at the Union City Elementary School.  All elements of applying for a Pennsylvania Regional Main Street program will be detailed for the group.

Targeted community revitalization questions have been added to the Municipal Outreach survey for the 2008 - 2009 program.  With the welcome addition of William Rupert to the CD Team , surveys will be starting soon.  The survey is a useful tool for coordinating needed referrals and resources in the Northwest region.

Municipal Outreach Surveys

We have actively been reviewing the data collected in Municipal Outreach Surveys that were conducted over the past year while staff gears up to hit the streets with a new revised survey that should better serve the needs and issues of the participating municipalities.

Draft County Greenways Plans
Draft County Greenways Plans have been completed for Erie and Warren Counties.  Pashek has completed a one-on-one meeting with the county planners in Erie  and Warren to review their plans.  After Pashek receives and responds to any comments that the planners have, they'll update the draft (based on their comments) and return a second draft.  The next step will be for the planners to distribute the draft to their respective subcommittee for their review, and they can also advertise for the 45 day MPC review period. 

In the upcoming months, Pashek anticipates that they'll wrap up the drafts for the six counties, and begin to work on the regional summary for the eight counties.

Procurement Opportunities Fair!
Oct. 22 – The Government Agency Coordination Office (GACO) of California University of Pennsylvania, along with Slippery Rock University of Pennsylvania, will be hosting a Procurement Opportunities Fair in Washington, PA.  The event will take place at the Holiday Inn Meadowlands and will provide companies an opportunity to market their product or service to government agencies and prime vendors.  Registration fees:  $35 prior to Monday, Oct.13, and $45 if payment is received on or after Oct. 13.  For more information, please visit GACO’s  Calendar of Events page.
