The Northwest Commission held its 3rd Annual Dinner on Wednesday, April 1, at Cross Creek Resort in Titusville.  One hundred eighty-seven people attended to help us celebrate a year of accomplishments and partnership.  The theme for this year’s annual event was, “Counties, Communities, and Companies: Partnering for Progress, Hand-in-Hand.”  It’s always nice to find an opportunity to network and keep the lines of communication open.  Thank you to those that attended the Annual Dinner event, and to everyone that supports the Commission throughout the year.

Save the Date
The Northwest Commission will be holding an Open House, the afternoon of Thursday, June 18, at the new Clarion Outreach Office.  The new office is located at 627 Wood Street, Clarion.  Following the Open House, the Commission will be hosting a Chamber After Hours in partnership with the Clarion Area Chamber of Business and Industry.  It will be a terrific opportunity to check out our new location and network with Northwest Commission staff.  Please watch the Calendar of Events on the Commission’s website for exact times and registration details.  I hope you will join us!

Why is April 15 Tax Day? 
In 1913, Congress passed the Sixteenth Amendment that said Congress can collect Income Tax.  At that time, tax day was set for the first day of March.  In 1918, tax day was changed to March 15 …Beware the Ides of March… Finally, in 1954, Congress changed the tax day to April 15, because the IRS was getting swamped with last-minute returns.  I bet they don’t get any last-minute returns anymore!  ;-)

In March the Northwest Commission closed three loans:

  • Andrew Grove Farm, FLP of Crawford County closed on a $137,950 FIF/Ag loan to purchase and renovate an 85 acre farm.  This is an agriculture loan; therefore job creation is not required.
     

  • Erie Molded Plastics, Inc. of Erie County closed on a $106,000 SBF loan to purchase equipment.  Five jobs will be created within three years.
     

  • KPS Industries, LLC of Crawford County closed on a $70,000 SBF loan to purchase equipment.  Three jobs will be created within three years.

The Loan Committee approved three loans in March:
 

  • Innovative Pressure Technologies, LLC of Erie County

  • Trace Lawn and Landscaping, Inc. of Crawford County

  • Vineyard On The Knoll, LLC of Erie County

Entrepreneur Training Series
The Northwest Commission in conjunction with the Clarion SBDC has scheduled the Entrepreneurship Training Series for May 12, to be held at the French Creek Cafe in Franklin. Registration begins at 8:45am and the training will take place from 9:00am - 11:00am.  Harry Howard of How 2 Consulting will present the importance of Networking.  The Training Series is held every other month through September 2009 and the topics are chosen by the participants. Loan Program Workshop
The Loan Department will host a workshop on May 21, at Cross Creek Resort in Titusville.  Registration will begin at 9:30am and the workshop will run from 10:00am - 2:00pm.  The cost is $25, which includes lunch at the conclusion of the presentations. The speakers and topics for the workshop are:

  • Steve Drozda from the SBA Pittsburgh District Office will present the SBA programs and give updates on the “Recovery Act”
     

  • Tim Kishbaugh, Loan Officer with Seda-COG, will present the SBA 504 loan program and will give updates/changes to the program
     

  • Scott Dunkelberger, Chief Operating Officer at DCED, will present the DCED programs and updates
     

  • Daryl Coyne, Manager Loan Programs for the Northwest Commission, will present the Northwest Commission RLF program

Government 101 – On the Road in Forest County
Conducted by the Northwest Commission, this introductory training provides an overview of how to do business with the Federal, State and Local governments.  This half-day event will be for any company who is looking to start working with, or would like to refresh their memory about, the sites and certifications of the federal and state procurement process.  Presenters from the Small Business Administration (SBA), Department of General Services (DGS), and COSTARS will be in attendance.  Topics such as set-asides, bid leads, registrations, and how to work through government opportunities are customized to attending companies for this event.  The Commission is taking the Government 101 “on the road” to better accommodate the companies within the region.  The April event will be taking place at the MicroTel Hotel in Marienville, PA.  Registration will begin at 8:30am with presentations beginning at 9am.  For more information and to reserve your spot, please contact Lori Kenyon at 814.677.4800 x104 or by email at lorik@nwcommission.org.

May 28-29 - Showcase for Commerce
Showcase for Commerce is government marketing event available to businesses.  This event will be held in Johnstown, PA, May 28-29.  This event will allow companies to meet and market to major primes (Boeing, Lockheed Martin, General Dynamics, etc), as well as provide training seminars.  For more information, visit:  http://www.johnstownchamber.com/showcase/.  This year, there is also an opportunity for local companies to meet with a variety of U.S. and Pennsylvania government agency buyers in one-on-one settings.

Spring Visits 2009 - Meet with the PA Authorized Trade Representatives!
This is your opportunity to introduce your company, products and share your business objectives with the PA Trade Representatives. Upon request, the trade representatives can assist in detailed market research reports, agent/distributor searches, and foreign company background checks, identify and assist with international trade shows, provide in-country logistical assistance and meeting itinerary development while traveling in a foreign market.

Trade Mission to Israel, Jordan, Turkey
Pennsylvania’s Office of International Business Development invites you to travel to Israel, Jordan and Turkey in June 13 – 20, 2009. The purpose of this mission is to assist PA companies in exporting their products and services to these territories. Meeting face-to-face with prospective customers is crucial to establishing business relationships, and by attending this mission you can meet your business objectives in these countries. All appointment schedules will be tailored to accommodate your company’s individual needs. The recruitment for this trade mission is still ongoing but the deadline to register is April 30.

Are you currently exporting and you believe you may need an export license, but you are not certain who to turn to?  Help is just a mouse click away! The Northwest Commission contracted with Associated Global Systems, N.Y., to provide non-bureaucratic and immediate export licensing counseling by specialists in their field.  Contact exportcompliance@nwcommission.org and a specialist will be available to address your questions. All services will be performed by qualified, efficient, and discreet employees in strict accordance with the recognized best practices. Support via phone, fax, email is free of charge and offset by funding of the Northwest Commission. KIZ Internship Program
Eight summer interns will be placed with KIZ companies through the NWPA KIZ Internship Program.  

Pipeline Company Identified
A registration is pending for an advanced manufacturing company specializing in research and development within the petro wax field.  Barnes Chem Tech, an identified KIZ pipeline company is located at the Titusville Opportunity Park in Titusville.

Commonwealth Lead Fielded
A global wind turbine and industrial gearbox designer, manufacturer and supplier, with a leading position in the wind turbine gearbox market with principal manufacturing facilities located in Europe intends to decide on a manufacturing operation in the USA in 2009 and intends to start construction of the factory in 2010.  A prospective Crawford County site meeting the criteria was forwarded to the Office of International Business Development.

Energy Projects Sought
The Northwest Commission is working closely with the Department of Environmental Protection (DEP) to identify energy related projects throughout the region that may potentially qualify for funding under the American Recovery and Reinvestment Act (ARRA).  If you are aware of any relevant projects (energy savings/conservation, weatherization, alternative energy sources, etc.), please contact Bill Rupert by telephone at 814.297.7158 x103 or by email at williamr@nwcommission.org to discuss these projects.

LED Traffic Signal Bulk Purchase Discount Deadline Extended
The Hite Company, COSTARS vendor and partner with the Commission in the LED Traffic Signal Bulk Purchase Program, has agreed to extend the program’s 25% equipment discount through June 30, 2009.  To date, 11 municipalities have placed LED equipment orders totaling more than $29,000.  Interested municipalities may still participate in the LED Traffic Signal Bulk Purchase program, and order details can be obtained by contacting the Commission’s Energy Program.

Stimulus Funds Flowing
As of April 7, 2009, $5 billion of the $27 billion of highway and bridge stimulus funds were obligated at the national level. This represents 1,638 projects. In the five-county Rural Planning Organization, $3.5 million has been obligated through letting 5 projects.

Workzone Safety
The week of April 6, 2009 was Workzone Safety Week. With the addition of stimulus projects there will be additional workzones on the highways so use caution. On a related note, a recent poll showed that 80% of Pennsylvania drivers favored a ban on the use of handheld electronic devices while driving.

Pennsylvania Community Transportation Initiative
The Northwest Commission’s Transportation Advisory Committee reviewed and prioritized the PCTI applications. The ranking starting with highest as the Route 8 Barkeyville Transportation Study, Oil City Smart Transportation Study, Railroad Facility Rehabilitation (Titusville), CATA Intermodal Facility, Greenville Avenue Sidewalk, Warren Downtown Redevelopment and Venango Township Posting Roads. PennDOT Central Office staff will make funding decisions on these applications.

The Winter 2008/Spring 2009 MTAP courses continue to be hugely popular with the District’s municipalities.  Remaining topics to be covered include:

  • April 29: Adding Visual Appeal to Word 2007 Documents, MCCEC, Sharon, 1:00pm – 4:30pm
     

  • May 2:  Awareness Training – What all Rural Responders Must Know about Public Health Emergencies, Farmington Township Fire Hall I in Leeper.  Hosted by Forest County, the training is offered by the University of Pittsburgh Center for Rural Health Practice.  Session details and registration information are available here.

Commission Announces Broadband ARRA Leadership Strategy
The Commission continues to receive regular inquiries regarding broadband funds that will be made available through the American Recovery and Reinvestment Act. Up to $7.2 billion will be made available nationally for broadband infrastructure development. On Tuesday April 7, the Commission announced that it will focus on establishing a regional context that will support multiple applications from within the region that might otherwise compete for funding. Dubbed “Inter-Governmental Excellence Through Information Technology” or “IGET.IT,” this context strategy emphasizes municipal connectivity as a foundation for connecting virtually every existing and potential business and residence between municipal network centers.

Bona Fide Retail Request Program Activity
Three new requests for map and threshold information were submitted on behalf of Northwest PA communities in February. Seven requests for map and threshold information were received during the same period of time. No additional deployment dates were confirmed during this period of time. The Commission is currently managing 165 individual BFRR community points of contact. For information about how to “petition” a phone company to install DSL service please contact W. TAG Evaluates Municipal Technology Survey
The Northwest Commission Technology Advisory Group (TAG) considered the annual Municipal Technology Survey during its most recent meeting on April 9. Originally, it was anticipated the survey would be conducted in March. The Commission elected to defer the survey pending input by the TAG particularly given the evolving opportunity of the American Recovery and Reinvestment Act. The TAG recommended addition of several infrastructure-related questions. The survey is currently under development and will be deployed electronically. A follow-up mailing will be conducted to municipalities that do not complete the survey electronically.

Connect 2 Communities Registration Open
Reservations for the third annual Connect 2 Communities Conference (C2C) will be accepted starting Wednesday, April 15.  RSVP’s are a must to secure your seat and make your luncheon menu selection for this day-long workshop which will be held on Wednesday, May 6, at Cross Creek Resort in Titusville from 9:00am to 3:30pm.  This event is free to participants.

Community Revitalization Presentations and Meetings:

  • The first greater Venango County area arts conversation was held on April 7. The discussion focused on joint regional marketing opportunities for arts related businesses, organizations, and events in the region.
     

  • The Borough of Edinboro hosted an initial community revitalization organizational meeting on April 9.
     

  • The City of Oil City Main Street Steering Committee will be holding a public forum on Wednesday, April 22, at 6:30pm in the Transit Building at 206 Seneca Street, first floor.
     

  • The next northwest regional Main & Elm Street managers’ networking meeting will be held on Wednesday, April 29 in downtown DuBois.

MOP Program Database
The Commission has recently begun the creation of a database that contains approximately 90% of the material that was previously covered as a part of the Municipal Outreach Survey.  This database will allow the Commission to streamline the survey to uncover each municipality’s specific needs and issues much more efficiently and effectively.

GIS User Group Meeting Successful

The Northwest Commission hosted a GIS User Group meeting in early March.  Over 20 GIS users from across the region (and some from as far as Pittsburgh & State College) attended the meeting.  The main presentation focused on open source GIS web mapping applications.

County and Regional Greenways Plan Progress
The Warren County Greenway Plan has been adopted, the Crawford, and Clarion Greenway Plan will be adopted in April.  The remaining counties (Erie, Forest, and Venango) are looking at May/June timeframe for adopting their plans.

The Northwest Pennsylvania Greenways Plan draft has been distributed to members of the Greenway Steering Committee for review.  A steering committee meeting will be held in late April for comments.  The regional plan will then be updated, based on those comments, and presented to the Northwest Commission’s Board of Directors in June for adoption.

What is your favorite type of food?
I like Mexican food, anything spicy.

Do you have any hidden talents?
I minored in French, so I can read and comprehend it.  It’s a talent that I don’t really use very often, so most people don’t know about it.

If you could trade places with any other person for a week, famous or not famous, living or dead, real or fictional, with whom would it be?
I would trade places with the President.  A week would be long enough to see what the job is really like, but not enough time for me to do any damage!

What CD is in your CD player right now?
It’s a mix CD that my sister burned.  It’s a little rock, a little rap, a combination of music.

If Hollywood made a movie about your life, whom would you like to see play the lead role as you?
Ryan Reynolds.  He’s funny and always uses one-liners, which is a lot like me, outside of the Commission.

What is the most satisfying thing about working at the Commission?
The most satisfying thing about working at the Commission is the staff.  Everyone here is great and so helpful.  It is a great working environment, which really relieves the stress of the everyday grind!
