Annual Dinner 2008
The Northwest Commission held its 2008 Annual Dinner on Thursday April 3, 2008, at Cross Creek Resort in Titusville.  Approximately 200 people attended the event.  The evening began with a cocktail and hors d’oeuvres reception followed by dinner.  At the dinner guests received a copy of the 2007 Annual Report, “Unlocking New Opportunities.”  It details the local, state, federal, and global entities that make the programs of the commission so successful, as well as the impacts of the Commission’s programs on the region throughout the year.

If you would like to view the 2007 Annual Report or pictures from the Annual Dinner, click here

Municipal Bulk Purchase Opportunity:
The Northwest Commission is asking for all municipal resolutions and order forms in conjunction with the Light Emitting Diode (LED) Bulk Purchase Consortium be submitted by April 30th.  Fifteen (15) resolutions have already been submitted with over 1,500 lights indicated for order.  LED lights purchased through the consortium will be for specific use in traffic signals.  This bulk purchase is aimed at assisting local municipalities in garnering energy efficient technologies to help reduce energy costs.  This bulk purchase will allow municipalities to buy LED lights at a significantly lower per unit cost.  The Northwest Commission will also be seeking additional grant funds to help further reduce the initial cost of the LED lights by up to 75%.  Municipal governments will then be responsible for the remaining per unit cost of the lights and installation.

In conjunction with the LED Bulk Purchase, seventeen (17) local government officials have been trained in LED light retrofit and installation.  These training sessions were held in partnership with the PA Department of Environmental Protection.  If you are interested in further information on the LED Bulk Purchase or additional training information, please contact Valerie Hearn at 814.677.4800 X124 or by email at valerieh@nwcommission.org

Verizon to Provide Consistent Bona Fide Retail Request Updates:
Verizon has agreed to provide the Northwest Commission with current BFRR status summaries on an as requested basis. This represents a major breakthrough in the process of communication with a phone company as it relates to their BFRR participation. Until this agreement was reached information regarding the status of individual BFRR communities was frequently second-hand and, in some cases, somewhat distorted. The Commission is pursuing similar arrangements with Windstream and Embarq.

New Communities Join Bona Fide Retail Request Program:
The total number of communities working through the Northwest Commission to complete Bona Fide Retail Requests has grown to eighty-six (86) communities. Sixteen communities were added within the period of one week following publication of an article related to broadband in the Erie Times News. The Commission has submitted thirteen completed application packages on behalf of these communities. For a list of communities and additional information regarding the BFRR program please visit
www.nwcommission.org/broadbandvision.

TAG Will Seat New Members:
The Technology Advisory Group will seat several new members during its meeting on May 2nd. This is a direct result of a strategic reorganization of the TAG based on business sectors with a high potential for impact on regional technology infrastructure and services. These sectors include healthcare, cooperative and private utilities, emergency management, local government, manufacturing, and tourism.

Northwest Commission staff is continuing to work with the Corry Area School District.  The Commission created a small pilot Neighborhood GIS site for the district.  The interactive mapping site shows the district boundary, roads, a bus route/with stops, building addresses, and aerial photography.  The Corry Area School District realized the potential benefits that the Neighborhood GIS program could provide and wants the Commission to put all their bus routes/stops on the Corry Area School District Neighborhood GIS site.

Northwest Commission staff was contacted by the Oil Regional Alliance to complete two mapping projects.  The first was to update their existing Visitor’s Guide map and the second was to create a map for the Perry Street Station location in Titusville.

The Northwest Commission’s Board of Director’s approved the recommendation from the Parcel Committee to hire WorldView Solutions Inc. to complete the four-county parcel conversion project.

The Neighborhood GIS web site (www.nwneighborhoodgis.com) currently has three pilot interactive mapping sites.  Please use the sites to see what sort of GIS applications can be offered through the Neighborhood GIS program.

Northwest Commission staff continues to meet one-on-one with municipalities across the region.  Since the start of the program, the Northwest Commission has provided municipalities with information on and direct assistance with many problems and initiatives, including GIS mapping, broadband deployment, energy efficiency and utility bill analysis, technology training, and water/sewer infrastructure.

The Northwest Commission will soon launch the second phase of the Municipal Outreach program.  Staff plans on revisiting many municipalities in order to track more detailed information in addition to offering further assistance with both current and future projects and initiatives.  The goal of the second phase is to more effectively assist municipalities with major needs such as funding water/sewer infrastructure projects, funding and implementing recycling programs, launching municipal websites, and improving downtown revitalization.

Please contact Thomas Sanchez at (814) 677-4800, x109 or thomass@nwcommission.org if you have any questions regarding Municipal Outreach.

The Northwest Commission is continuing to discuss (with DCNR and DCED) the possibility of acquiring funding to create a Greenway Coordinator(s) after the NW PA Regional Greenways & Open Space Network Plan is complete.

The Northwest Pennsylvania Greenways and Open Space Network Plan will be completed this summer.  The plan will identify areas in the region in which there are needs in relation to greenways and open space.  Most of the findings in the regional plan come with the usual high price tag.  The Northwest Commission, along with Crawford County, is putting together a DCNR grant application for an Implementation Grant.  The idea behind this grant is to have a block of money that organizations (conservancies, etc.) can use to implement some of the findings in the regional plan.

What was your nickname as a kid?
“Hank.” I’ll let you think about that one.

What’s your favorite color?
Could never pick just one! My comfort colors are rich Earth tones – amber, terra cotta, sienna and sage. I most often dress in jewel tones (citrine, turquoise, ruby…) paired with neutrals. Periwinkle was always the shortest crayon in the box. But my favorite color to look at is the color of sunlight coming through Cobalt Blue glass.

Two words most people who know you well would use to describe you?
Driven. Enthusiastic.

Hobbies you enjoy?
Serving through the DuBois Jaycees, the Downtown DuBois Revitalization Group, and my church are very rewarding to me. I also enjoy exercise, golf, photography, my Ipod music collection, and shopping!

When you’re not at the Northwest Commission you’re...
Remodeling my home (a 1917 Craftsman), digging in the dirt or doing something outside, at the YMCA, or dining with friends. If you can’t find me doing any of those things, I’m probably wandering the aisles at Lowe’s.

What do you like most about being at the Northwest Commission?
The fact that we are proactive and innovative in delivering business and community development services. We’re not your grandmother’s Local Development District, as they say!
